c) Brief history and background for its establishment

This directorate started functioning as an adjunct to the Directorate of Health Services. For variety of reasons Indian Systems of Medicine and Homoeopathy could not develop to a level where it should have. Tibbia College at Hindustani Dawakhana was founded as a private trust in 1921 and once had acquired international recognition.
In 1952 the Delhi Legislative Assembly wound up the private trust and transferred the ownership of the college to a statutory Board. The academic activities of Tibbia College and Hindustani Dawakhana were sustained from 100% Government Grants. Statutory Board could not continue with its mission for long. Soon the College became a hot bed of politics and misrule. To end the same the Government of NCT of Delhi enacted a law known as Delhi Tibbia College (Take over) Act 1997 and with effect from 1.5.1998 the statutory board was wound up and ownership transferred to the Government.
Nehru Homoeopathic Medical College, another institution in private sector was taken over in 1972, because the private promoters were unable to run, operate and manage the same from private resources.
In 1986, the Ayurvedic medical college “ SD College” faced closure. To protect the interest of students studying in this college, the government provided liberal grants before college was wound up. Some employees of this college were absorbed to various offices of the Government, in 1994.
In August 1996 it became evident that the Directorate of Health Services could not support the fast expanding alternative systems of medicine and as a consequence the Directorate was established to provide impetus to the development of AYUSH in NCT of Delhi.
