Why the registration of vehicle is necessary?

The vehicle can be driven or allowed to be driven in public place only after registration by registering authority as under the provision of section 39 of motor vehicle Act 1988.

Where
to approach for vehicle registration?

You have to approach your local zonal office of the Transport Department for registration of private/non-commercial vehicles. There are few dealers who have also been given the registration powers,delivers the vehicles after registration only. To locate your concerned zonal office press zonal offices. For registration of commercial vehicles you have to approach to office of M.L.O.(Head Qtr.),Transport Department,Under Hill Road,Delhi-110054. For registration of Taxi\TSR you have to approach MLO (AR) inspection unit Burari.

What is the procedure for registration of new private/non commercial vehicle?

The registration procedure includes the vehicle to be inspected physically by Inspecting Authority at zonal office for its particulars and followed by registration.The documents required to apply the registration are as follows :-

  1. Form 20 duty filled up.
  2. Form 21 (Sale certificate) issued by the vehicle dealer
  3. Form 22 (Road worthiness certificate) issued by the which manufacturer
  4. Attested copy of valid vehicle insurance policy/covernote
  5. Attested copy of address proof at which vehicle is to be registered.
  6. Attested copy of the G.I.R. no./Pan no. or Form 60/Form 61 of or from the owner
  7. Form 34 duty signed by owner and the Attested copy of the G.I.R. no./Pan no. financier in case vehicle is bought on Hypothecation
  8. One time road tax as applicable
  9. Prescribed fee for registration

After allocation of registration numbers, fee slip is given to the applicant on the same day and above documents are kept by the zonal office. The registration fee slip can be retained as registration proof till registration certificate is not delivered.

The registration certificate Form – 23 can be collected on any subsequent working day after depositing the registration fee slip.

Can dealer deliver vehicle without registration ?

No, the dealer cannot deliver unregistered vehicles to the customers. The dealer gets the vehicle registered in the name of customer first then will hand over the vehicle to the customer.A trade certificate is issued to the dealers to drive the vehicles to the zonal office for registration purposes. Un-registered vehicle if found plying on the Roads shall be liable to be prosecuted under MV Act.

How the transfer of ownership of a vehicle can be done?

The transfer of ownership of a vehicle is to be applied in the concerned zonal office where vehicle is already registered and following are the documents to be submitted :-

  1. Registration certificate in original
  2. Form no.29 duly filled in duplicate
  3. Form no.30 duly filled in duplicate
  4. Attested copy of valid insurance, in favour of buyer
  5. Attested copy of address proof of buyer
  6. Attested copy of valid pollution under control certificate
  7. Attested copy of G.I.R./Pan no. or Form no. 60/Form no. 61 (in case of cars only)
  8. Prescribed fee
  9. For commercial vehicles in addition to above
  10. Permit surrender slip for S.T.A.
  11. Challan clearance from Traffic Police & Enforcement branch of the transport deptt. are required.
  12. Tax clearance report from Accounts.

Transfer of ownership in case of death of the registered owner

In such case the application is to be made to the original registered authority by the first legal heirs/the person succeeding to the possession of the vehicle with following documents.

  1. Registration certificate in original
  2. Form 31 in duplicate with endorsement of the financier if the vehicle is held of hire purchase.
  3. Original copy of death certificate of the registered owner.
  4. Affidavit by the applicant to this effect and from the other legal heirs relinquishing their right in favour of the applicant.
  5. Attested copies of valid insurance in favour of applicant.
  6. Attested copy of address proof of applicant.
  7. Permit surrender slip from STA in commercial vehicle.
  8. Challan clearence from Traffic and enforcement branch.
  9. Tax clearence report from Accounts branch in case of commercial vehicles.
  10. Court Order in case the heir is decided by Court.

How can I endorse the hypothecation and its deletion?

If a vehicle is purchased on loan from a financier the same could be endorsed in the registration certificate when the loan is repaid and following are the documents required :

  1. Registration certificate in original
  2. Form no.34 duly filled (for endorsement of Hypothecation).
  3. Form no. 35 duly filled (for deletion of Hypothecation)
  4. A certificate from financier for having retained full dues from the financier (for deletion case only)
  5. Attested copy of valid insurance.
  6. Attested copy of address proof of the registered owner.
  7. Attested copy of valid pollution under control certificate.

What is the procedure for registration of new commercial vehicle?

All commercial / transport vehicles are registered with the M.L.O at the Head Quarter of the transport department, where the application is to be made with the following requirement.

  1. L.O.I issued from S.T.A Branch.
  2. Form no. 20, Form no.21 and Form no. 22.
  3. Certificate of fitness issued by the board of inspectors from inspection pit Burari.
  4. Attested copy of the address proof.
  5. Attested copy of the insurance certificate / covernote.
  6. Form no. 34 (in case the vehicle is purchased on loan)
  7. Road tax as applicable.
  8. Prescribed fee for registration.
    (vehicle like TSR & Taxi are registered at inspection pit Burari)

What is the procedure of re-registration of motor vehicles brought to Delhi from other states ?

If a registered owner of a vehicle brings the vehicle to Delhi, which is already registered in some other state after obtaining a N.O.C from the concerned state can apply for re-registration in Delhi, The documents required are as under:

  1. Other state registration certificate in original.
  2. Form 28 (NOC in duplicate)
  3. Form 27.
  4. Form 20.
  5. Attested copy of address proof.
  6. Attested copy of valid insurance.
  7. Attested copy of pollution under control certificate.
  8. Challan clearance from traffic police or enfrocement wing of transport deptt. On case of commercial vehicle only.
  9. Fitness certificate issued by the board of inspec. Burari.
  10. Road tax (as applicable)
  11. Prescribed fee for registration.

Note : Such registration of vehicle are subject to clearance from national crime record bureau. The transport department arranges the clearance certificate themselves.

What is the procedure for issuing N.O.C for other state?

If a registered owner of a vehicle intends to take his vehicle to some other state & get the same re-registered there, can apply for NOC on prescribed form-28. The following are the required / formalities to be completed.

  1. Application on form 28 (in triplicate)
  2. Attested copy of the registration certificate.
  3. Evidence of payment of road tax up-to-date.
  4. Or no road tax dues certificate from the tax-collection authority.

Note : Issue of NOC is subject to clearance from N.C.R.B only.

What is the Re-Registration of (pvt.) vehicle?

As per rules registration of any private vehicle is done for a maximum period of 15 yrs. and after completion of 15 yrs every registered owner is required to get his vehicle re-registered from the same transport office where it is already registered and following documents are required:

  1. Application on form 25.
  2. Registration certificate in original.
  3. Proof for the payment of up-to-date road tax paid.
  4. Attested copy of insurance certificate.
  5. Attested copy of pollution under control certificate.
  6. Attested copy of address proof.
  7. Payment of tax dues if any.
  8. Prescribed fee.       

The vehicle is brought to the zonal office for inspection of its Road worthiness if the vehicle is found fit to be driven on the Roads, the re-registration permission is given thereafter.

What is the procedure for issue of duplicate registration certificate?

Any registered owner can apply for a duplicate registration certificate in case the original one is either lost or mutilated after submitting following documents :

  1. Application on form 26 (in duplicate and with the endorsement from the financier of Hypothecated).
  2. Original copy of the F.I.R/N.C.R.
  3. Attested copy of valid insurance policy.
  4. Attested copy of pollution under control certificate.
  5. Attested copy of address proof.
  6. Prescribed fee.
  7. Challan clearance from traffic police & Enforcement wing Transport Department.
  8. Tax clearence from Accounts Department in commercial vehicles.

What is the procedure for temporary registration?

As per the provision of section 43 of the central motor vehicle Act temporary registration certificate can be given to a vehicle only in case when owner of a vehicle wants to take his vehicle to the other state. Maximum period of validity of temporary registration made under this section is one month and it is not renewable.
The temporary registration is also known as transit registration because the destination point is also mentioned in it where the vehicle has to reach. This registration is done at M.L.O. (HQ). The transport department can also delegate this registration power to the vehicle manufacturers.

How the transfer of ownership is carried out if the vehicle is purchased in public auction?

Any person who has acquired vehicle at a public auction conducted by or on behalf of the state or central Govt. shall by or on behalf of the state or central govt. shall apply with in thirty days of taking possession of the vehicle to the registering authority in whose jurisdiction applicant is residing accompanied by

  1. Application on form 32.
  2. Form 20.
  3. Certificate of registration in original.
  4. Sale certificate form 21 issued by the Auctioning Deptt. in favour of the owner of the vehicle.
    OR The certificate or the order confirming the sale of the vehicle in his favour duly signed by the person authorised to conduct the auction.
  5. The certified copy of the order of the Sate or Central Govt. authority auction of the vehicle.
  6. Attested copy of the insurance in favour of purchaser.
  7. Attested copy of pollution under control certificate.
  8. Attested copy of address proof. GIR No./ Pan No. or Form 60/Form 61.
  9. Road tax as applicable.
  10. Registration/Re-registration fee.

Important : The Vehicle would be re-registation provided it complies the EURO -II norms

How should I exhibit the registration No.?

All letters of the Registration mark/ Number shall be in English and the figures shall be in Arabic numerals and the letters & figures shall be painted in reflecting colours and be shown :

  1. In case of transport vehicles other than those under the rent a cab scheme 1989 in black on white ground.
  2. In the case of motor vehicles temporarily registered in red on yellow ground.
  3. In the case of motor vehicles in the possession of dealer in white on a red ground.
  4. In other cases, in white on a black ground.
  5. In the case of transport vehicle under rent a cab scheme,1989, in yellow on a black ground.

The size of registration mark should not be less than :

Can I alter the motor vehicle?

Under the provisions of section 52 of Motor Vehicle Act, the alteration of Motor Vehicle is allowed after prior permission of registering authority. If registering authority feels the sufficient ground to alter the vehicle, the permission is granted. The alteration of vehicle should not exceeds the 2% of gross vehicle weight. The conversion like from fuel Petrol to C.N.G. is also allowed after the permission only in case of engine assembly.
