Shri Raj Kumar Chauhan, son of Late Shri Makhan Lal, was born in a modest
family on 27th March, 1957 at Karol Bagh, New Delhi. He entered politics
at a very young age i.e. 19 years in the year 1976. Since then he has been
championing the cause of the poor and downtrodden. All along he has been
very active in social sphere and has been involved in various activities
relating to welfare of the society at large. With his this kind of
approach he was taken as a faithful soldier of the Congress Party and
since then he has been serving to the same with unflinching solidarity and
loyalty.
He was elected President of the PVC Market (Jawalapuri) in 1991. While
holding this position he is instrumental in taking up the causes of the
traders and the public at every possible forum to help them grow and
develop in a positive and structured frame. He had been fighting for the
traders cause ever since Jawalapuri suffered a major setback in the form
devastating fire, which rocked the market absolutely.
Rehabilitation schemes were conceived deliberated and got executed by
constant persuasion, effective liasioning with various agencies and
political masters, whether it was ruling or opposition. This approach
brought results and the affected traders are being offered plots at Tikri
Kalan and a full-fledged market in a planned way is coming up.
He was made General Secretary (Congress Party) of Najafgarh District in
1993. In 1997 he was elected as President of the Najafgarh District and
consecutively for the second he was elected again as President of the
Najafgarh District in the year 2001.
Shri Raj Kumar Chauhan was first elected to the Delhi Legislative Assembly
in 1993 by defeating his rival with a margin on 7663 votes out of 40,000
votes polled, when the election wave was in the favour of opposition
party.
In 1998 he was elected to the Delhi Legislative Assembly for the second
consecutive time by defeating his rival with a margin of 21,014 votes,
which was the highest lead in percentage of all the constituencies. In
the elections held in the year 2003 he was again the winner with the
highest margin i.e. over 31000 votes than his nearest rival.
In the current election to the Delhi Legislative Assembly i.e. November,
2008, he defeated his nearest rival with a margin of over 29965 votes.
When he became the Minister for the first time
in Govt. of Delhi, he had a vision to extend all possible help to that
segment of society, which is generally not in the mainstream.
During his tenure as Minister, Welfare of SC/STs, Development, Revenue,
Irrigation & Flood Control, PWD & Urban Development (2003-2008) his major
achievement were as under:-

Ø
In this field, new schemes were
launched which were beneficial for the persons in these categories for the
purpose of self employment. Various loan melas were organized where
people were cleared and disbursed their loans within the same day.

Our Late Prime Minister, Bharat
Ratna Smt Indira Gandhi had allotted plots to the landless in the late
70’s & early late 80’s under the 20-Point Programme Scheme. Ever since
these people were not granted ownership rights. A palpable fear to loom
large on these families. A decision was taken to grant the perpetual
rights to all these people which has helped thousands of such families in
Delhi.

Schedule castes people who were
living in Delhi before 1951 were not given the benefits for reservation.
There was a division within the same category and SC population after 1951
were enjoying the benefits of reservation whereas before 1951 were not
entertained in the reservation process. This anomalous situation was
removed and lacs of families who otherwise were deprived of job
opportunities in the government set up are now availing the benefits.

benefit of SC/ST/OBC community.

To start the loan process for
SC/ST in DSFDC through single window clearance scheme.
Ø
To help provide the handicapped
people with the fixed wireless phone with cycle/Rickshaw to help to earn
their livelihood.

Initiated Jan Shree Beema Yojna
for persons living below poverty line

Starting of Ecology & Environment
conservation of clubs with the active participation of villagers to be
started in every village.
Ø

and Prevention of ponds and water harvesting.

project and effective use of Multipurpose Community Centres constructed in
various villages.

buildings such as choupals etc.

Rural Development Board was
constituted and projects worth thousand crores rupees approximately have
been sanctioned for various developmental activities in rural areas. The
objective is to melt boundaries between the rural areas and the urban
areas of Delhi
Revenue
Ø
It is proposed to look into
various antiquated laws and rules relating to land revenue which are more
of a problem than convenience to the people.
Ø
Participation of farming community
is proposed in various matters relating to land in various villages.
Ø
Computerization of land records in
all the districts.
Ø
Introduction of E-stamping with an
aim to bring transparency in the registration process.
Irrigation & Flood
It is proposed to draw a proposal relating
to conservation of water bodies and improvement of water table in all the
villages.
Timely action relating to desilting etc.
before the onset of monsoon every year.
Public Works Department & Urban Development
Since these two are the major departments and
are the show case of developing Delhi as a global City, lot of initiatives
have been taken to make Delhi a real world class City. Projects which are
already on were given impetus and were ensured that timely execution of
all such projects take place much before the Commonwealth Games.

As we all know that more than 40
lacs people in Delhi are residing in unauthorized
colonies. This is due to the reason that housing facilities are not
adequately available in Delhi. This forced the people to set up their
establishments in unauthorized colonies and start living there. Since
they were leading in a very pathetic life on account of non-availability
of civic amenities, thrust given was mainly to provide facilities like,
roads, drains, electrification, water pipelines etc to enable them to live
a comfortable life. In the last couple of months, ever since this
portfolio has been entrusted we could spend hundred of crores of rupees in
augmenting the civic amenities in 1409 unauthorized colonies with the
objective to improve the living conditions of millions of people residing
there.

Regularization of unauthorized
colonies has been eluding people living in unauthorized colonies for a
very long time. The process of regularization was given impetus and is
being ensured that the regularization is done in a time bound fashion so
that the dream of the people can be translated into realities. A major
step in this direction was taken by providing Provisional Certificates to
the RWAs of the Unauthorised Colonies.

Since Commonwealth Games are
approaching fast and since they are being held in Delhi, there are number
of projects pertaining to creating infrastructural facilities like
Flyovers, strengthening of roads, under passes, Foot-over Bridges etc have
been given main thrust and is being ensured that these all projects are
completed much before their respective deadlines. Couple of Stadia are
also being renovated where various sports events are being organized and
special attention is being paid to make them ready well in time. These
all collectively have attributed a lot in shaping the City with modern
infrastructure and in a true sense the City is coming up as a world-class
City.
Low Cost Housing

Under JNNURM programme of Central Government Rajiv Ratan
Award Yojana was initiated and under this scheme urban poor and the people
residing in slum and JJ clusters were asked to file applications to enable
the government to provide housing facilities to all such deprived section
of the society on the most subsidized rate. Construction of approximately
10000 flats is in full swing on different locations in the Capital and it
is hoped that by the beginning of the new year the Govt. shall be in a
position to allot houses to approximately 10000 families.

Under this scheme government is proposing to construct
approximately 4 lacs of houses to provide decent living to all such
families living in Delhi
Before he became Minister in the Delhi Govt., he had been working in
