Shri Arvinder Singh Lovely
HON'BLE MINISTER OF EDUCATION & TOURISM, LANGUAGES,
GURDWARA ELECTIONS & GURDWARA ADMINISTRATION
Shri
Arvinder Singh, S/o Shri Balvinder Singh, was born on 11th December 1968.
He has done his graduation from Delhi University in Political Science.
While he was in the college he was elected to Students’ Union of SGTB
Khalsa College, University of Delhi. It was during his college life he was
actively involved with various social organizations.
He was appointed General
Secretary, Delhi Pradesh Youth Congress in the year 1990 and during the
year 1992-1996, he was appointed General Secretary of All India NSUI.
For the first time in 1998 he was elected to Delhi Legislative Assembly as
youngest MLA. As MLA he was not only actively associated with the
formulation of several Govt. Policies but also engaged with several social
and academic organizations. He was also entrusted with the responsibility
of the Chairman of Bhimrao Ambedkar College, Delhi. It is because of his
excellent track record as MLA, he was given upcoming Legislator Award for
the year 2000. He was appointed General Secretary, Delhi Pradesh Congress
Committee in the year 2000 and President, East District Congress Committee
(I).
In the year 2003, he was
re-elected to Delhi Legislative Assembly by getting 73.53% of the total
polled votes, which is the highest among all the 70 Assembly
constituencies of Delhi. For the First time, he has been given the
responsibilities of Education, Tourism, Languages, Gurudwara
Administration, in the Council of Ministers, Govt. of Delhi.
ACHIEVEMENTS
Since he has taken over as Minister of Tourism, several
initiatives have been taken to make Delhi a tourist hub. Delhi Tourism is
organizing round the year weekend festivals, some of which have acquired
national/international importance like Qutub Festival, Bhakti Festival,
Ananya Festival, Sharad Utsav, Garden Tourism Festival, Mango Festival &
Chrysanthemum Flow Show.
As a runner of
Commonwealth Games, Tourism Department was also associated in organizing
Olympic Torch Relay, World Half Marathon & Queen Baton Relay. Water
sports activity has been taken in a big way and boating facilities are
being provided at natural lakes. In the shape of Delhi Haat, Tourism
Department is providing direct interaction between tourists and craftsmen
from all over the country.
Delhi has
become the first State in India to provide computer education in all the
schools and in this process around 10 lakh students are being provided
computer education. Most of the functions of schools in Delhi are
completely computerized. Delhi has got ‘Golden icon Award’ for “Exemplary
Leadership and ICT Achievement of the Year Award” instituted by Ministry
of Information & Technology and Ministry of Administrative Reform, Govt.
of India. Education Department has become the first department, where
e-governance is fully implemented.
Major initiatives have
been taken to integrate the children of weaker section in the high-end
public schools. 20% reservation for the children from weaker section has
been provided in all the schools. Education for girl children has been
made completely free. Government is also providing them text-books,
uniform, free bus rides.
CALTOONS is another initiative through which the subjects are being taught
through animated multimedia interactive computer aided learning programme.
The children as well as teaches have found it very interesting. In
2005-06 it was piloted in 200 schools and looking the success rate it is
being upgraded to 800 schools. It is going to be unique strategy for
retention particularly that of SC/ST and minority children who are prone
to dropping out.
YUVA is
an over-reaching umbrella initiative which is as much as an attitude and
approach as it is individual projects to attract children to school,
provide them with high quality learning, that is fun, ensure that they do
well academically, and learn and understand how to be happy, healthy and
responsible citizens.
The
result of class-X of government school has gone up from 50.77% in the year
2003-04 to 83.69% in the year 2007-08 ( i.e. increase of 32.92% in five
years). The result of class-XII also improved remarkably to 85.70% in the
year 2007-08. One new school was opened in almost every 25 days.
In the
year 2008, he was re-elected for the third time to Delhi Legislative
Assembly by a margin of 31,925 votes against the BJP candidate which is
the highest margin among all the 70 constituencies of Delhi Legislative
Assembly.
